Through the great support of National Digital Archives Program, most of institutes and units related to digital archives have accumulated a great variety of digital capitals. The next step is to think of how to effectively utilize those digital archives to create value-added applications or business profits for facilitating the development of emerging cultural and creative industries. The main objective of this study focuses on the establishment of a viable mechanism for commercial licensing and value co-creation of digital archives with the assistance of the institute of Chinese Taipei Film Archive. In order to establish an innovative licensing mechanism, we attempt to understand the problems of digital archive practices by utilizing the existing digital film archives and analyze the value chain of digital film industry through secondary data analysis and field interviews. Meanwhile, this study will also cooperate with the Institute for Information Industry to introduce an online interface for digital archives to demonstrating the business licensing and firm matching. We will also evaluate the effectiveness of interface services and the viability of the value co-creating mechanism for digital film archives. Finally, this study suggests that it must develop a complete set of laws and regularities to encourage the value-added applications of digital archives, to promote the professional licensing and outsourcing mechanism, and to establish a presale model for digital films.
