Since the 1980s, the rapid change of the society and people need of higher education result in the great amount of higher educational institutes. Thus, higher education has become a general education, instead of an elite education only for few people. The change of needs and offer has made a huge influence in higher education. Nowadays, universities not only offer knowledge, but also provide better teaching and services in variety, in order to make the development of the students and help them fit into the enhancement of society.
However, although the purpose of the “teaching excellence project” is well-made, and the management authority has made a lot of efforts in this project, the actual outcome is a controversial issue. For instance, the project over-emphasized in the operation of the organization but not in student learning performance; it has clarified the framework in teaching and administration related work, such as the websites, the reward system, the teaching assistant system, but there are still many problems, such as students lack of independent and critical thinking ability, teacher are too academic oriented, the teacher counseling and assistance system to those don’t have good teaching performance is not formed. Therefore, it is important and urgent to design the performance evaluation system and implement it to solve the current problems as mentioned. This research team deeply approved the performance evaluation that the government implemented to examine the efforts and system design of the first (2006-2008) and the second part (2009) of the “teaching excellence project,” and also take different opinions of various stakeholders for the further progress of the project. This team would do deeply research and make more multiple discussions, thus, help the policy gains constant revising power, and establish a positive and organic political circle.
