The study of Improving the integration mechanism of information network for the disaster response system

 Recently, the frequency of large natural disasters in Taiwan is increasing, testing the disaster management ability of Taiwan government. The Emergency Management Information System (EMIS) integrating disaster information of central and local agencies had been established by the Executive Yuan in 2007, however, every report about Typhoon Morakot 2009 indicates that the existing disaster information mechanism in Taiwan still needs improvement. With the development of civil society and Web 2.0, private NGOs and social media have gradually become important private disaster system worthy to be well-used for better disaster relief results. 


The study will adopt document analysis, focus group, in-depth interview, and questionnaire for the following objectives: (1) Reviewing the operation of current disaster information system in Taiwan; (2) Analyzing the current disaster information system in the United States, Japan, the United Kingdom, South Korea, and Swiss; (3) Investigating the categories, production, updating, openness and sharing right of Taiwan’s disaster information system; (4) Designing the operating normal structure of Taiwan’s disaster information system; (5) Suggesting strategies for mid and long term integration of Taiwan‘s disaster information system.
